As Jim himself (Jimself?) noted some time ago, the development of a musical is measured in years; movies are often the same. I was managing a CD store between February and May of 1995 and I specifically remember learning about Bat 2100 in the store, so it dates back to at least that time. Possibly it was in development even before that. Whistle Down The Wind was probably in development that early as well, even if it did not reach the stage until around 1997. (It was still playing in London in February or March of 1999, when I saw it.)
