I'm speculating, but I get the impression that Todd was going to do it and he worked on the Renegade Angel demos that became Bad For Good. The demos got touched up without Meat's vocals (possibly with Jim taking over production is Todd left) and became Jim's album.

When it became clear that Meat needed a whole other album of material for his second album, I suspect Jim was going to produce it. DR liner notes say something like "Basic tracks produced by Jim Steinman." When Jim and Meat had their falling out during the recording, Jim stepped away and Stephen Galfas was brought in to salvage the sessions and the mixing.

But that's just a guess.
