I've said it sounds like Rory to me but according to what we know Jim and Rory hadn't met yet, and Jim probably would have remembered Rory doing it.
Someone posted on YouTube that it sounds a bit like Don Scardino, who played Zinko in Kid Champion. I could only find one video of Don singing, and I don't know much else about him. Could be him, but maybe not.
Hopefully at some point Jim or someone else that was there will remember.
