It's probably available commercially. While I don't have the same one, I have several skull ties myself. (I've been asked not to wear them to work any more.) One I got in a supermarket the day after Halloween. Another I got on Ebay. A quick look on Ebay right now showed hundreds of different skull ties available; same with Amazon. You'll have to narrow it down on your own.
