You're kinda missing the point.
The Bat musical opening next year in the UK will be the Mamma Mia or the We will rock you for fans of Jims and to a point Meat loafs work.
Jim is involved with that production

Some shows like what Steve Steinman does in the UK take some of jims songs along with other artists song and create a rock show with a loose theme tying the songs together.
Thats fine,its much like what Alice Cooper does with his own songs and stage show.

But to use all of Jims music with a book and to cast it as a musical in the style you are trying to do..well again i doubt you would be able to get the rights to mount such a production.
You are trying to create an original work using songs that have a home elsewhere so as Ryan pointed out those songs are not available

Back in the 70s people would try to mount bootleg productions of Jesus christ superstar and get around not have the rights by sticking in some songs from Godspell

The stories about that are in a Tim rice or Lloyd Webber book,can't recall which
Makes for interesting reading on how bootleg productions tried and failed to get around not being licenced productions

I believe the rights are now available in australia for productions of Whistle down the Wind so if you wanted to get some Steinman into your local theatre maybe you could look at doing that
