Yes, but I wouldn't think it was out of lack of ideas. With inspiration come emulation. I can just imagine Jim listening to Born to Run and thinking "that's a great album. I need an album like that". I doubt he was staring at an empty notebook finally shouting before deciding he's copy The Boss to get an album out. I'm definitely not calling Bad For Good a copy of anything, but probably was partially inspired by.

For me the moment the Boss/Steinman thing clicked was when I learned that Born To Run (the song) was also a version of Peter Pan. I'm bad with timelines, what came first Born to Run or Neverland? That might answer how much of Jim's work may be inspired by Springsteen.
