Yeah... not making a whole lot of sense there.
I presume you mean when you save pictures from the net, in which case they'll simply be in the same format as they are when sitting on the server. In which case consider yourself lucky they are PNGs and not heavily compressed jpegs.
(saving them as jpegs wrecks the quality because that's what jpeg compression is designed to do (systematically) in order to reduce file size. Why do you want to resave a .png as a .jpg anyway? To put it back up on the net?)
