There are plenty of instances of companies holding rights and never exercising them... there are also occasional instances of companies holding rights just so other companies can't make a film. There's the infamous Fantastic Four film that was made for 2 million dollars and never released just so that the producers could keep their rights to the characters and not let them go to someone else and they then waited another decade to film and release the real version.
