I think you have to really read the quote. Jim contacted Meat for a project. this is how BAT 3 began. For Jim to approach Meat, in my opinion is a sign of just how closely Meat is tied to BAT OUT OF HELL. People can call it the Jim Steinman whatever, but for most fans, it's always going to be about Meat as well.
